connection reset errors with pip anaconda

i was just randomly installing packages in my anaconda env on windows when i got this error installing a package:

i also started getting PR_CONNECT_RESET_ERROR when using firefox but other browsers work.

after some googling i found that both errors are usually somehow proxy related but i use no proxy.

here's what i tried:

  1. Disabling firewall and antivirus
  2. Checking for proxy
  3. restarting the pc
  4. reinstalling anaconda
  5. upgrading pip
